There are many qualified heroin rehabs around the country these days. There is no reason in the world to continue to abuse heroin with all the help available there are even so free government and state run drug rehabs that you may want to look into.
I know this if you continue to use your options are jails, institutions, and death and they do not necessarily have to come in that order. Many people are dying all the time from heroin overdose.
